Governor Parson,

We have a problem. We are more than a year into medical cannabis in Missouri, and we do not have a single dispensary selling product. We have more medical cannabis patient applications than previously expected, with current state numbers surpassing 69,000 patients. We see increased demand, which drives our sickest patients to black markets to find medicine that may be unsafe. We see no light at the end of this tunnel, especially with litigation currently ongoing in multiple areas (licensing, applications, seed-to-sale tracking, and others) further threatening to bog down progress.

We have a solution that deals with multiple issues. Allow plant transfers and increase personal cultivation limits. By authorizing the transfer of cannabis plants between patients you would be enabling the rapid spread of genetics and medicine needed by our community to deal with current demand. By increasing personal plant limits, you allow for agricultural strategies to be adopted, important when it comes to the production of personal medicine. Combining these two solutions would create a boom in the Missouri cannabis industry, with nothing more than a request from your office.

We have a passion in the cannabis industry. We are growers, we are consumers, we are patients. We are no longer new to cannabis, and we also now need greater amounts due to THC tolerances. Advanced hydroponic methods including sea of green could be performed if plant limits were increased. A 99-plant limit is requested, equivalent to a California medical cannabis growers license. 

Growers in Missouri face the grey area of "where did my initial plant material come from?" Help us change that. Allow transfers between patients. We know how to clone, some of us even make our own seeds. Allowing the transfer of propagated cuttings and seeds between patients would remove that initial dread, and also greatly reduce black market plant sales. 

Show us we matter, and show us your office is capable of passing changes that positively impact more than 69,000 patients in our state. Help us grow.
