For several years the children of Michigan have had their art, music and specialties cancelled due to lack of substitute teachers.  Teachers have their planning hours taken away, so they can cover the class.  All of these things impact the learning of our children.  

Several years ago, Representative Holly Hughes introduced a bill that restricted retired teachers working as substitute teachers.  The goal of this bill was to heal the underfunded liability, this has not happened.  Nathan Burroughs, a Michigan State Researcher looking into the problem of substitute shortage stated "their is an acute shortage of substitutes, and the problem is getting worse."  At least 64% of schools can not find a sub at least once a week, to cover a class.  It was noted that a decade ago, there was no trouble finding a sub, often a retired or new certified teacher.  Representative Hughes has introduced another House Bill 4421, allowing people with only 60 credit hours from a University or Community College, to teach children.  Substitute teachers are now called in by the third party system Edu Staff.  Their Michigan Director, Ernest Tisdale was quoted as saying "80% of the people working and applying for substitutes have no educational background"  Although the State has now added almost all disciplines to the "critical shortage" area, Edu Staff still doesn't employ retired teachers.

I would like to ask for your signature to urge the Michigan State Senate, House, Governor and Edu Staff, to remove ALL restrictions from retired teachers, allowing them to work again with our children.
