1.  Creation of a passive park with no amenities except green space and bicycle/pedestrian path in areas of Ludlam Trail bordering single family homes.

2.  Allowance of a privacy buffer separating park from single family homes abutting Ludlam Trail.

The Ludlam Trail Neighborhood Association is concerned about the rights and quality of life of people living in single family homes along the Ludlam Trail, owned by Florida East Coast Industries (FECI).

FECI has been working with city planners to officially convert the corridor into green space by changing the Comprehensive Development Master Plan (CDMP) designation of the FECI Railway from "transportation" to "Ludlam Trail Corridor District".  The Ludlam Trail neighborhood is in favor of this change. Families living along Ludlam Trail have welcomed bicyclists and joggers using the Trail, which is now a simple path bordered by quiet green space.

However, the CDMP language regarding the Ludlam Trail designation change allows installation of active park amenities "including but not limited to" bathrooms, shelters, parking, and new access roads with no mention of privacy buffers. Several parks like this (AD Barnes, Tropical, Fuchs) already exist very close by.

Neighbors fear that active park amenities on the Ludlam Trail will attract not only noise, trash, vermin, and traffic, but also an undesirable criminal element at night, when the area is closed to the public.

Whatever becomes of the Ludlam Trail Corridor District will increase traffic on the trail.  We feel that the developers should consider the privacy and quality of life of neighbors living next to the Trail, and include language in the CDMP that allows for the creation of privacy buffers between adjacent homes and the park.
