As teachers, we see every day how important our work is for our students and how vital it is to have an effective teacher in every classroom. We know that students with great teachers are more likely to attend college, earn higher salaries, save for retirement and positively contribute to California’s economy.
However, across California, our schools are facing an unprecedented teacher shortage as three-quarters of all California school districts report difficulties in recruiting teachers. More than 30 percent of teachers in California leave the profession within five years, and the impending retirement of our Baby Boomer generation of teachers will make the challenge even worse. This shortage right now leaves over 150,000 California students in classrooms every day of this school year with unprepared adults who have only passed a fingerprint background check. These numbers are growing.
If we do not act now, the consequences will be disastrous for our state.
That’s why we encourage you to pass SB 807, the Teacher Recruitment and Retention Act of 2017, also known as the “Invest in Teachers” Act. This bill eliminates state income taxes for every public-school teacher who teaches for more than five years, and provides a tax credit during their first five years of teaching to help them afford their training to become fully credentialed.
This plan makes sense. An investment in teachers is an investment in the future of California. Passing this legislation sends a message to all teachers: You are appreciated and we will reward your commitment to our kids and future.
We recognize how difficult it can be for school districts to recruit good educators, especially in the schools and communities that need them most. Californian’s teachers face a high cost of living, have many out-of-pocket costs, put in long hours, and must pay for training that can cost thousands of dollars.
SB 807 addresses our teacher shortage by removing barriers to becoming a teacher, and incentivizing effective teachers to remain in and even return to the classroom. California will need tens of thousands of new, great teachers in the next 10 years, and the “Invest in Teachers” Act can help us get there.
