Posthumously award a Congressional Gold Medal to Dr. Charles Everett Koop, VADM, USPHS (Ret.) the 13th Surgeon General of the United States, for his many achievements in public health; as a pioneer in pediatric surgery, as founder of the Nation’s first neonatal surgical intensive care nursery, for his 1986 Surgeon General’s report on the dangers of passive smoking, and for his outstanding public health leadership in bringing national attention to the recognition and prevention of AIDS.

I ask that you draft legislation that authorizes the posthumous issuance of the Congressional Gold Medal to Dr. Charles Everett Koop, VADM, USPHS (Ret.), the 13th Surgeon General of the United States, for his many achievements in public health and outstanding service to the people of the United States; as a pioneer in pediatric surgery, as founder of the Nation’s first neonatal surgical intensive care nursery, for his landmark 1986 Surgeon General’s report on the dangers of passive smoking, and for his outstanding public health leadership in bringing national attention to the recognition and prevention of AIDS.
