We had proposed this shall not be incorporated as we are loosing Jobs of Indian seafarers and than penalizing RPSL owners is wrong .This should have proper solution to solve this issue with calling all members of RPSL from all over India .This laws is laying releasing the responsibility of owner and making scape goat to RPSL which are bringing the jobs for Indian citizens.As we all well aware that Ship owners now dont prefer to employ Indian seafarers and finding other nationality like Ukrainian,Philippines,Indonesian. .We as RPSL still fighting to employ Indian seafarers.
It is simple question to all responsible authorities when there was no RPSL all sitting Master and Chief Engineer on the rank of CEO,GM etc do ever thet sailed on RPSL so it means sea-time is invalid and their COC shall be revoked and they shall appear for written and orals and new Master and Chief Engineer shall be appointed in MMD and DG Shipping and old hand shall be removed as they dint sailed on RPSL.
This also shall be confirmed when the sitting panel has not sailed on RPSL than why they are forming the laws for RPSL.The panel shall have RPSL owners not the management /staff of company because the staff canot decided of his own.
RPSL owners cannot be made scape goat there shall be proper consultancy and only RPSL owners and his Representative shall be invited to discuss and finalized the laws and find best solution.
We hope this will sort out all the issues.

139. The Committee also recommends that the DG Shipping should be given powers to penalize the manning agents or the ship owners in case they fail to make due payment of wages to seafarers. The government should protect the seafarers from the exploitation by manning agents and the ship owners. The Committee recommends that necessary provisions may be incorporated in the Bill to safeguard the interests of the seafarers.
