Ensure full enclosure of lot to hinder potential loitering in a residential neighborhood.

There is an municipal parking lot on 23rd avenue between lake and main.  The lot is scheduled for construction. The construction is apart of the city's initiative to improve the aesthetic of Melrose Park.  New fencing will be brought in for the sides that touch housing, and the parking lot is to be repaved. In conversations with city officials and the employees working on the construction, we have been informed that the fence separating the parking lot from the alley is expected to be removed so cars can pull out. This fencing was requested by residents many years ago due to an influx of loitering within the parking lot. With the fence, people will continue pulling in and out through the street entrance. People would park and proceed to spend time with friends, drink alcohol, etc. in the residential area. People would also walk through the lot which made residents nervous of possible intrusions of their property. This interrupted residents normal schedules, and often resulted in the lot becoming dirty. We would like to see that when the fence comes down, it is replaced so that this type of loitering cannot resume.
