We, the loyal fans of Indy Eleven, the game of soccer, and Indianapolis sports teams, are requesting that the Indianapolis Capitol Improvement Board of Managers (CIB) to make soccer matches at Lucas Oil Stadium more appealing to ticket buying fans and television viewers by removing or painting over NFL field markings.

The NFL markings are not necessary to soccer matches and only serve as unsightly distractions and points of confusion to players and fans. (Did the ball go out of bounds? Did the ball cross the goal line?) Additionally, the presence of the NFL markings negatively impacts the perceived professionalism of Indy Eleven and soccer in Indianapolis, even if it has little to no impact on the match itself. It is our belief that this negative perception limits the number of visitors to the stadium.

We respect that the Indianapolis Colts are the primary tenant of the stadium and rightfully receive accommodations and courtesies not available to smaller teams or infrequent users of the stadium. However, the CIB was authorized by state statute to "operate and maintain any capital facilities" to "promote and serve the commercial, industrial and cultural interests of Indiana and its citizens." It is our belief that having a second professional sports team use Lucas Oil Stadium is in line with the commercial and cultural interests of Indiana and its citizens and, further, that the CIB is compelled to make simple concessions that are likely to result in an increase in the number of citizens and visitors paying to attend events at the stadium and visit downtown Indianapolis.

The "simple concession" that we believe would increase attendance at soccer matches, in addition to raising the stature of Indy Eleven, is to remove or cover some or all of the NFL markings during soccer matches. At minimum, the lines outside the NFL field of play should be covered with paint to increase visibility of the sidelines during soccer matches. The additional step of removing or covering the end zones and midfield markings would make another significant improvement. Covering the entirety of NFL markings is the ideal solution from our perspective. While we do not know the exact tools and procedures required to achieve these effects, it is our understanding that the costs are not exorbitant and that the negative impact upon the Colts franchise is minimal to nonexistent.

We do appreciate the assistance that the CIB offered Indy Eleven by allowing them to use the stadium at an affordable rate for the club. However, we want to see growth of the Eleven as well as soccer in Indiana, and we believe that the simple act of removing or covering NFL field markings during soccer matches will benefit the beautiful game, and bring additional revenue to the stadium and tax dollars to the City of Indianapolis and State of Indiana.
