MCC Land (Singapore) Pte Ltd describes itself as a wholly-owned subsidiary of the Metallurgy Corporation of China Ltd. Its core business in Singapore is in construction engineering and property development. (Source: http://www.the-andrew-residences.com.sg)
Its development at Upper Serangoon Road/Meyappa Chettiar Road has gotten approval from the Streets and Building Names Board, URA to be named "The Andrew Residences" for the condominium and "The Andrew Village" to refer to the mall.
At its nearest point, this development is less than 20 metres, (see picture, source: www.channelnewsasia.com/image/2213858/1445613359000/large16x9/768/432/the-andrew-village-mall.jpg) across the street away from St Andrew's Village - a unique cluster of educational and religious institutions comprising St Andrew's Junior and Secondary Schools and St Andrew's Junior College, the Ascension Kindergarten, the offices of the Diocese of Singapore and 3 parish churches. Each school-day, between 5,000 to 6,000 people come to this compound to build a shared life in educating and being educated, to contribute to nation and society. The physical site, closest to the development, affectionately known as Woodsville to alumni and students alike, has been associated with St Andrew's School since 1940. On weekends, St. Andrew's Village, on both banks of the Kallang River, is a hub for students, alumni and churchgoers.
Before Potong Pasir became a public housing estate in 1984, the School often was a refuge for villagers affected by seasonal flooding. Under its illustrious principal, Francis Thomas, St. Andrew's School started a clinic where its students provided basic medical care to the Potong Pasir villagers. Beyond the Potong Pasir estate, the School itself has a strong heritage of contribution to community life, public and social service in its 153-year history in Singapore.
The appropriation of 2 key words from "St Andrew's Village" by the developer in naming their complex, points to the developer's intent to market the development to parents of would-be students. This move is deeply problematic as it seeks to co-opt and benefit from the hard-earned goodwill associated with the St Andrew's name for a self-serving commercial intent. Being a subsidiary of an offshore-headquartered company, MCC Land Singapore may need some assistance to appreciate fully the significance of:
a. the St Andrew's name in the larger socio-historical context of the Potong Pasir community and Singapore's development as a nation.
b. its appropriation of key words in the "St Andrew's Village" name for its own for-profit purposes.
As far as I am aware of, there was no consultation nor efforts on the part of MCC Land to engage the St Andrew's community on such a move and by extension, how the local community in Potong Pasir would even be affected by the physical development.
This petition goes out to the management of the MCC Land (Singapore) and also to the Streets and Building Names Board, Urban Redevelopment Authority to withdraw the usage of "Andrew" and "Village" from the name of the development.
