I have noticed since moving to Laredo Texas the community is so diverse with students coming from around the globe and people coming here seeking job opportunities. If people are moving here temporarily they're not owning a house, they live in apartments which can make recycling a challenge. The apartments we live in have trash cans full of materials that could potentially be reused. The likelihood of people wanting to start making a change is low; it is not possible to simply stop using products because we are accustomed to using them on daily basis.

We propose an implementation of recycling bins at all residential areas. Bigger cities such as Austin and Dallas have started to adapt a zero waste Local Solid Waste Management Plan (which was them trying to implement a mandatory recycling system). Like in many cities, the recyclable plan is voluntary for residents, but apartments must have recycling bins in place for their tenants. This means working with waste/recycling companies to have bins available for tenants to place plastics, glass, paper and other recyclables for pickup. Cities like this are thriving because people want to live in a place that not only cares for the city but also the environment. Going green is trending and it's an amazing movement to be a part of. TexPIRG reported that, “Texas’ recycling rate of 22% is well below the 34% national average”. Laredo can take a part in helping Texas increase that rate and having the possibility of providing new jobs to the city. TexPirg conducted a recent study showing, “TCEQ estimates that the recycling industry supported the equivalent of 17,000 jobs and contributed to $3.3 billion to the Texas economy”.

We are a group of college students that are currently enrolled in Texas A&M International University. All of us come from different cities, towns, and even countries but we share the same goal: to make Laredo, our home, a cleaner place, a place everyone wants to be at, a place of progression and not regression. The reduction of plastic bags from a couple of years ago was successful, it was one of the first steps to improve Laredo’s environment. This, however, did not last long; the mass production of plastic bags has returned and will likely make Laredo return to the stage it originally was.
So many positive things can come out of this for the community but there are more negatives that we can come to encounter if we don’t commit to a change. We hope that you take Mandatory Recycle bins into consideration for our community. As a majority we think this issue should be of high concern to you because statistics prove that our environment is falling apart. The GHG emissions are solemn proof that if we don’t care about our environment or take action upon this matter in any way, shape, or form in a decade or less we will stumble upon our planet’s deterioration. Not only that but look around and notice Laredo’s potential to thrive among side growing cities like Austin, Houston, Dallas, etc. Our campus is beautiful and growing in numbers. If we want to keep the students that are graduating from here we must create a city environment that they want to stay in.
All in all, we suggest that you look at the merits of this plan if we go through and expand on it. We can reduce the amount of pollution that is being emitted and we can also take the initiative to lead Texas to a better tomorrow. We can make our environment a better place not only for us but those around us. We would also like to thank you for your time and consideration and hope to hear back from you soon.
