We the residents of East Oranges 5th Ward hereby demand the removal of abusive inspectors from operating as home Inspectors for residents of the 5th Ward.  We have investigated and found East Orange housing inspectors harsh and unreasonable in a manner that suggests a profound disregard for the well-being and welfare for not only our most vulnerable residents but also for potential investors who serve to eliminate vacant properties.  These heavy-handed inspection “tactics” have caused significant economic damage to already struggling families and investors alike due to insignificant and petty violations that have no bearing on the safe and comfortable livability of a home. No resident of East Orange should be subject to the harsh penalties of tax payer funded inspectors. We demand inspectors that CAN AND WILL operate in a manner fair to all residents of the 5th Ward. 

We demand inspectors whose operational goals are aligned with the following community needs:

1.     Practicality-The ability to distinguish between cosmetic inconsistencies and violations that would compromise safety and livability of a home.  

2.    Clarity-The WILLINGNESS to explain what each violation consists of; its location and a basic ideal of what actions need to be undertaken to satisfy the violation.

3.    Efficiency-Home owners and investors need to sell their home in a timely manner with minimal economic impact. This outcome is the direct result of practicality and clarity.

4.    Continuity- inspector should not only have a COMMOM SENSE approach to mediating past inspections or issues with the present state of violation but a WILLINGNESS to seek an equitable and just outcome.

Residents’ complaints:

Resident A: Seeking a Certificate of Occupancy to sell their home.

Home violated for:

1.     Not having a light bulb in closet.

2.     Not having caulking around interior of window.

3.     Having two toned wood cabinet doors.

4.     Having scratches on wood stair post.

5.     Many other petty violations not listed due to space.

Result to home owner:

1.     Home sale held up for 30 days due to lack of communication.

2.     $2800 spent on repairs that were 80% cosmetic.

 

Resident B: “drive by violation”

Home violated:

1.     for needing sidewalk repairs.

Result to homeowner:

1.     Home owners (retired couple) spent their entire Stimulus checks to correct this violation during the height of the COVID-19 pandemic.

 

Resident C: Seeking a Certificate of Occupancy to sell her home.

Home violated for:

1.     Various petty cosmetic violations

Result for home owner:

1.     Dramatical reduced home value due to open C/O with petty violations.

2.     Buyers backed out of home purchase.

We have also spoken to several contractors who support our petition but cannot sign because of fear of retribution.  

Although we have alerted the Mayors' office and the Dept. of Maintenance, no one has attempted an address.  We are a strong community! Sign this petition and let City Hall know that we stand as one community that wants to be treated with decency and respect.
