Provide a designated "on leash" beach space in the City of Port Phillip

In the bay area covered by the City of Port Phillip council, of 15 zoned beach areas, only 2 prohibit dogs entirely with the rest being off leash zones during April to October (with varying rules in regard to usage during the peak season, see this map for further information); however there are no beaches reserved for on leash use only. 

Leash only spaces are not just important for providing stimulation and exercise for reactive dogs or dogs in training, but they also provide a safe place for people with mobility issues, older people, or young children who might want to take their dogs to the beach but are afraid of being knocked over by excitable free running dogs. 

Given the City of Port Phillip prides itself on the accessibility for pet owners, particularly in dog friendly Port Melbourne, please consider reserving an area for leashed use only.
