To the Mayor, City Council, and Planning and Zoning Commission of River Heights Utah:

We, the undersigned citizens of River Heights, are opposed to any multi‐family housing units anywhere in River Heights City. River Heights has always been a community of single family homes and should stay that way. We are also opposed to any density of housing units that is higher than currently exists in River Heights.

River Heights Planning and Zoning Commission (P&Z) is currently working on a proposal for revisions to the City Ordinance for PLANNED UNIT DEVELOPMENTS (PUDS). PUDs are intended to allow for flexibility and innovation in design of proposed developments, including clustering of houses/buildings on smaller lots than allowed by regular zoning in order to provide larger areas of open space for public use.

Some of the issues currently under discussion by the P&Z include:

  • Allowing multi‐family housing units, up to fourplexes;
  • Allowing up to 7 housing units per acre as a density bonus to incentivize a developer to use a PUD, regardless of the current base zoning;
  • Requiring street widths of 50 to 66 feet, with curb, gutter, and sidewalks; 
  • Designating open space as parks for use by the full general public, including parking facilities.

ANY UNDEVELOPED LAND in River Heights could be proposed for a PUD by a prospective developer and, if their plans fit within the City’s Ordinance requirements, public comment at the time that the project is proposed will not be able to change those plans.

NOW IS THE TIME to attend a meeting or send comments if you want to see:

  • Limits to density bonuses;
  • Multi‐family housing restrictions;
  • Building height limits;
  • Low speed, less pavement roads;
  • Parking lot restrictions; or,
  • Any other ideas you would propose for innovative, flexible design of new development in River Heights.

P&Z plans to hold a public hearing on the finished Ordinance at their next meeting on Tuesday May 25, 2021, at 6:30 pm. Notice of the public hearing will be posted on river heights.org. PLEASE plan to attend and comment! This meeting is extremely important for the future of River Heights!!
