As you know the Ulez expansion is coming to effect from the end of the month.

I have written to my local London assembly member about the issue. I asked him  to ask the assembly to postpone the scheme until next year, as every household is coming out of a two years of lockdown, and it is impossible to have a saving, or to save at 10k towards a compliant vehicle. Unfortunately,  I was told that the scheme is going ahead and the the mayor has put 33 million pounds toward scrappage scheme which I have been trying to apply for, for the past two years and every time I  get a message saying that there is no enough funds left. I believe this is an utter nonsense for the mayor to put 33 million pounds towards the scheme and the London local councils are gathering every day tens of thousands of illegal  unlawful, discriminatory "Environmental Charges" on desiel  vehicles use their parking facilities. I believe this is unlawful tax against the poors. Discriminatory charges, because you get charged only when the vehicle is stationary, when it is not causing any pollution to the environment. In the meantime there are thousands of vehicles going in and out of these councils without been punished. Moreover,  these environment unfriendly vehicles they are talking about are legal to drive on the road. Instead of applying these illegal charges they should advice the owners that it will be illegal to change the current vehicle with a non compliant one should the owner want to do so. There ie another environment organisation called DEFRA, that regulates the use of gas boilers and dry cleaning machines  for the dry cleaning industry. There are many shops still using old non compliant boilers and dry cleaning machines , but the organisation or the councils never force them to change these boilers or impose penalties on them for using these boilers. Instead, the dry cleaners know if they want to replace any of these machines  they have to replace them with a compliant ones.

Furthermore,  when the scheme come to effect we, the poors, have to pay ulez charge plus environment charges which is really sickening. 

This unlawful money the local councils are imposing on the poors, if it goes into one pot to support the scrappage scheme, there wouldn't be no any hard feeling as I know that when I need to change my vehicle there would be help out there from the very money I have been paying since the introduction of the scheme on 2017. This pot should never drain out as there will be a continuous flow of cash from these charges every day. 

I have reach a point that I have launched a complaint against the London borough of hammersmith and Fulham the the excessive environment charges they incorporate in their parking charges,  £3 per hour plus the actual parking fees.

I am waiting to hear from the local government Ombudsmsn about the issue.
