We respectfully ask that Mayor Victorino remove Corporation Counsel to Maui County Council, Pat Wong from his position immediately and permanently. 

Pat Wong has lost public trust through his unprofessional behavior. A Corporation  Counsel Attorney should demonstrate professionalism and integrity, as per the Hawaii Rules of Professional Conduct as well as the American Bar Association. Pat Wong' behavior does not exemplify the ideals of public service. 

During Pat Wong's recent confirmation hearings, issues with his inappropriate interactions with members of staff were heard. Pat Wong was confirmed despite these issues. Then he was arrested and charged with abuse of a household member. Mayor Victorino placed Pat Wong on paid leave while the charge was investigated. The charges have now been dropped, but the trust of the public has been compromised.

"Victorino confirmed that the complainant was Wong’s girlfriend and that she was working in the Department of the Corporation Counsel when Victorino came into office. Victorino said he decided to transfer her to the Office of Management to “eliminate or lessen any nepotism that may have been pre-existing.http://www.mauinews.com/news/local-news/2019/04/charges-dropped-against-top-civil-lawyer/  The fact that Pat Wong was dating someone working in the same office as himself reflects questionable ethics  and gives an "appearance of impropriety". The Mayor confirms by his response to the situation with a proper concern which Pat Wong lacked. An "appearance of impropriety" is considered a viable reason for employee termination, especially in the legal and political fields.  

Both Mayor Victorino and Pat Wong have an obligation as per the Policy of the Code of Ethics which states:

"Elected and appointed officers and employees shall demonstrate by their example the highest standards of ethical conduct to the end that the public may justifiable have trust and confidence in the integrity of government".-Section 10.1 https://www.mauicounty.gov/DocumentCenter/View/83827/Charter-2019-Edition?bidId=

Pat Wong's employment with the state is an "at will" appointment. Mayor Victorino states - "“......any domestic abuse is completely unacceptable,” Victorino said. “I do not tolerate abuse or harmful behavior from anyone. Mayor Victorino has expressed that he has a zero tolerance policy toward abuse. We The People ask that Mayor Victorino act on his zero tolerance policy towards abuse or harmful behavior and remove Pat Wong from Corporation Counsel so that We The People may have confidence in our governments integrity. 

It is the job of the Community to convey our public opinion so that Mayor Victorino and reinforce it.
