COMPREHENSIVE REPORTING requires police officers to report each time they use force or threaten force against civilians. The Philadelphia Police Department does NOT require this, and it absolutely needs to change. If officers can threaten civilians with impunity, then there is hardly a deterrent for officers to refrain from using unnecessary force.
