It's Time to Settle the Lawsuits and Start Moving Forward on Wall Street Place!

This petition is made on behalf of the residents, business owners, and property owners who comprise the Wall Street Neighborhood Association, requesting that City of Norwalk, the Norwalk Redevelopment Agency, and Milligan Entities enter into court-approved mediation to settle the lawsuits around Wall Street Place (formerly POKO).

This would be non-binding mediation - so there is nothing to lose by trying.

Who WINS if there is an agreement? Downtown Norwalk!

Since it began its initial law suit against Milligan in 2018 over the sale of the Isaac Street Parking Lot, and with Milligan's counter suit against the Redevelopment Agency in 2019, plus a third law suit over an easement between properties, the City of Norwalk has spent over one million dollars of tax payer money pursuing these suits; Milligan Entities, for its part, has spent over five hundred thousand dollars. 

Meanwhile, our neighborhood suffers, struggling to overcome the blighted eye sore of the failed POKO construction project that:

  • Suppresses local business
  • Inhibits area investment
  • Degrades adjacent property values
  • Diminishes residential quality of life  
  • Threatens Public Safety (Its infested with RATS and other wild life!)

After two years of court battles, we now learn that original the judge in the case has now retired and there is a new judge; effectively this pushes these cases back to square one. The first trial is now set for February 2022! 

We can not afford to wait two years for this trial.

Best Case Scenario: Wall Street Place is completed in Four Years!

We want these law suits settled so the Wall Street Place project can be completed as quickly as possible. Our businesses and quality of life hang in the balance regardless of any outcome. 

All we seek in this petition is for both sides to agree to meet for court-approved mediation. This would be non-binding, court-approved mediation so neither side has anything to lose by agreeing to this process.
