The city of Grovetown Georgia is stealing money every month from its residents who decide to use their own sprinkler systems at their homes or businesses by charging them "sewer fees" for water that's supposed to be going into the sewers. As you and I both know, when you water your yard, where does that water go? Into the ground right? So why are we having to pay "sewer fee's" for water that's being absorbed by the ground? Because the city needs to pay millions of dollars in debt off and they're cashing in on its residents to do so. 

To break this down into a simple mathematical equation, lets say the city of Grovetown charges you 5 dollars for every 100 gallons of water you use. Lets say you use 500 gallons a month for every day household use (showers/baths/washing clothes etc). So 500 gallons of personal water should bring your water bill to 25 dollars. Then the city then adds in their "sewer fee" which is currently 82% of the cost of your water usage, because that's what they "believe" is going down the drain. Yes, I said believe, because currently they have no factual way of knowing what amount of water is *actually* going down the drain. So the sewer fee on your water bill is for maintaining and cleaning of the water that goes down the drains, into the water cleaning plant, then back into our homes. You add these two numbers together, then bam, you get your water bill. 25 dollars for water, 20.50 for sewer fee's, total water bill: 45.50

But this is what's actually happening. Lets say the same numbers as above apply here, except in addition to the 500 gallons you've currently used inside of your home, you then use another 500 gallons for your sprinkler system that waters your yard, or washes your car etc. So now our bill is 50 dollars for water used, and the 82% of that for sewer fee's, brings our bill to 91.00. By the city taking sewer fee's out of your sprinkler system, they are effectively stealing from you because not a single drop of that water is going down the drains inside of your home. This theft takes its toll over time, that 20.50 you're being charged for your sprinkler water adds up to almost 250 dollars at the end of the year. Now keep in mind, these numbers are 10%  figures of actual numbers. So to put that into perspective, if you use your sprinklers to water your grass, the city is effectively stealing anywhere between 500-5000 dollars a year from you for water that isn't even going into the sewers! 

Now knowing all of this, the purpose of an "irrigation meter" is to act as an accurate reporting of what amount of water is *actually* going into your yard, not your home. To put it simply, irrigation meters only charge you for water, no sewer fee's. So the savings you will receive over a 5-10 year period can be in the tens of thousands of dollars range. You'd think this would be something standard, but when asked why they don't the only answer I was able to receive from the city was "The city wouldn't make any money if we did it that way." Quite literally, the director of utilities and Mayor Gary Jones told me just that. I asked to have an irrigation meter installed and they denied my request. They said "if I did it for you, we'd have to do it for everyone, and we're not going to do that." They have openly admitted that they are stealing from us, and that they don't care. 

Before you ask yourself, "Why does any of this matter? I don't even water my grass" it's not about watering your grass, it's about holding the City of Grovetown accountable to it's residents. Too often these city-governments take on a role far beyond what their authority and permissions are. WE as the tax payers have elected these officials to represent us, that is the epitome of government. By letting the city continue to maintain this level of fraud and unethical management of utilities, we are effectively condoning theft and misuse of power from the City of Grovetown. If you've made it this far, I have faith that this last sentence will resonate with you. Not long ago, this country started a revolution on the grounds that Taxation without Representation is theft. That's exactly what's happening now. 

Please help me in bringing attention to this on the scale that it needs. I have met with a legal team that is interested in our cause and they are willing to start a civil suit against the city on a class action basis. In order to do that though, I have to prove to them that this is a cause that enough people are interested in. Whether you plan on living here for the next 12 months or the next 12 years, by signing this you are saying that you will not tolerate the City of Grovetown's fraud and abuse of its citizens any longer.
