 With the impact of COVID19, our streets are becoming unsafe from abandoned vehicles left for months with no engines, no tires, no registration or license plates. LAPD & LADOT Parking Enforcement have been unable to remove these vehicles due to relaxed parking restrictions. Currently, Harbor Gateway North has nearly 600+ vehicles sitting on our streets.

We are also asking for the removal of illegally parked RV's along our streets. These RV's have no vehicle registration, no engines and have been creating a safety hazard for our stakeholders. Criminal activity around these vehicles has impacted the ability to simply walk along the sidewalks. These RV's are being rented or sold to unsheltered individuals with few housing options. However, they are being gauged by the owner of the vehicle often times paying rent as high as $900 a month to live illegally on our streets with no septic tanks. Human waste and garbage line these areas and are a biohazard. We have worked with LAHSA & St Joseph's Center to offer resources & services including COVID19 testing. 

We have done outreach work with LAHSA on a voluntary basis and have the utmost compassion and understanding for how complicated these folks' lives are, but a solution is not to maintain the status quo for what may be another year or more of Covid-impacted life.

The Community of Harbor Gateway North is a unique area with a complex boundary, two freeways that run down the center of the community and a railroad system that is federal private property. The jurisdictional issues here make getting anything handled expeditiously nearly impossible. We are using every resource to find a viable solution to this situation but it is now at a breaking point and we need the City to step in and stop Harbor Gateway North from continuing to be an underserved and ignored dumping ground. Our community has 9 elementary schools and our children should not have to witness this within the world-class City of Los Angeles.

We ask Mayor Garcetti to lift the relaxed parking rules on all autos and trucks (abandoned, unlicensed, inoperable, or otherwise not moved for moved for over 14-days consecutively) so that we can make our streets clean, safe and healthy once again. We ask Councilman Buscaino to assist us with resources to ensure this situation does not repeat itself.
