Require all Uber and Lyft drivers in San Francisco to pass a basic written driving test.

We, the undersigned, (drivers, pedestrians, bicyclists, and motorcyclists), are tired of the piss-poor driving skills of the thousands of Uber and Lyft drivers that share the streets of San Francisco.
We request that the Board of Supervisors and Mayor Ed Lee require rideshare drivers who operate within our city limits to pass a yearly written driver's exam.
Many of the nearly 45,000 rideshare operators in the city are polite drivers, but far too many of them do not demonstrate basic knowledge of the rules of the road. Having a clean license and insurance does not make one a safe and competent driver. Older drivers may not have taken a driving test in decades.
If dog walkers in San Francisco are required to take a special class in order to get a permit, is it too much to ask that rideshare drivers prove that they understand traffic rules?
