Filing reps will no longer be able to file or request after hour permits, filings reps will no longer be allowed to prepare PW7,s, filing reps will no longer be able to file for Post Approval Amendments. For example in the case of the PW 7 ,DOB has removed the “ filing rep” box..

The Department of Buildings (DOB) is rolling out a new digital platform named “DOB NOW”. We believe that the DOB is manipulating this new platform in a way that will put thousands of certified Filing Representatives including small businesses in all 5 Boroughs out of a job by doing the following: 

1. Phasing out the ability to file construction projects in person at the DOB offices.

2. Removing the ability for Filing Representatives to submit jobs in the new digital platform by limiting access and forcing Architects, Engineers, building owners and contractors to manage and coordinate the submittals themselves, even when they do not wish to use their time and man power to do these tasks. 

Several years ago the Department of Buildings required Filing Representatives to become licensed. We as an entire industry complied with those regulations and went through a vetting process and a qualification process that included 16-36 hour training courses and ultimately issued credentials showing our level of qualification. It should also be noted that we had to pay the city a fee for this credential. However under the new DOB NOW platform has eliminated licensed filing reps from continuing to perform most essential tasks, rendering many thousands of licensed Filing Representatives potentially unemployed . There are over 3,000 active certified Filing Representatives along with all supporting and administrative members in their places of business which we estimate to be over 10,000 people.
