According to a 2013 study by the National Registry of Exonerations, 38% of youth conviction exonerations involved a false confession.  This is a troubling statistic on its own, but when combined with the fact that in 2013 an FIU study found that police interrogations leave juveniles more susceptible to false confessions , a darker and more heart breaking picture begins to take form.  In 2017 The New York Times reported that in New York 98% of all felony convictions result in a plea bargain.  Given our most recent 2017 data that 4,099 children under 16 were arrested in New York City. The most vulnerable among us continue to become even more so, at the hands of a largely broken criminal justice system.  We as a community need to take a more active role in the protection of our youths.

All precincts should be required to have child advocates on call who live in the precinct's jurisdiction whose sole responsibility is to act in the best interest of the child.  These advocates will have a duty to ensure that minors will not be questioned by anyone including: detectives, officers, or district attorneys without a parent or authorized person present.  These advocates will also contact the child's parents and maintain visual contact with the child until their parent, guardian, or other authorized person is present.
