The Upper East Side and Astoria are separated by only 1,000 feet, but getting between the two neighborhoods by public transportation can take more than an hour. Commuting from the Astoria Houses NYCHA development to jobs in the health care industry on the East Side of Manhattan now require multiple bus and subway rides and are barrier to employment.
