Animal control efforts that target specific breeds of dogs have been shown in many jurisdictions to be costly to enforce, ineffective in terms of public safety, highly judgemental in terms of breed identification, and unfair to responsible dog owners.
This proposal is not against strict enforcement of the Dangerous Dog rules. It is strongly in favour of holding dog owners accountable for their animals. However, the statistics consistently show that issues between dogs and people are not breed related, but rather a function of responsible ownership.
PROPOSAL: Amend the Animal Control Bylaw at Section 2: Definitions to remove the item:
“Restricted dog means a Pit Bull Terrier, an American Pit Bull Terrier, a Pit Bull, a Staffordshire Bull Terrier, an American Staffordshire Terrier, or a cross-breed of any of the aforementioned breeds.”
