On behalf of the restaurants in Makati City, we hope that you are safe and well. This is indeed an unprecedented time for all of us and especially difficult for us business owners.  We foresee a long term impact on the restaurant industry that is highly reliant on current and daily business sales. 

The scenario is extremely harsh, since the start of the ECQ on March 15 and until today. Given the rising cases, restrictions on gatherings & dine in and the government and health experts compelling people to stay and work at home, some of us are wary of reopening our branches because there is no clear end at sight. A few of us have chosen to operate at a limited capacity despite the fact that business has been below 50% of its normal performance.

When the city government released its Ordinance on July 7 “prohibiting any person to consume beer, wine, spirit, liquor, or other similar alcoholic or intoxicating beverages outside one’s residence within the territorial jurisdiction of the City of Makati during the existence of a state of calamity, state of public health emergency or similar declarations” - it was another setback for all of us in the industry who are working hard to make ends meet given the circumstances. 

There are a lot of factors behind providing a great dining experience. To quote Michael Broadbent, “Drinking good wine with good food in good company is one of life’s most civilized pleasures.” Aside from ensuring good service standards and setting an inviting ambiance for our guests, it is being able to provide them with choices of what to eat and what to drink, depending on their preference at that moment. Further limiting the options for the customers in this “new normal,” will be detrimental to the restaurants who are all trying to continue to survive. The Ordinance shall not hinder customers from dining instead to nearby cities like BGC in order to have a more complete dining experience.   

We fully support the government in its advocacy to protect its citizens from further harm and we do not in any way condone circumventing the law in order to promote our interests. Unfortunately, this was not the case for a number of establishments that tried to take advantage of the situation. However, we do not think it is fair that the rest of the compliant restaurants in Makati will be the one to suffer the consequences from the said incidents.

We would like to appeal to the city government to reconsider its position on the matter and instead implement guidelines on the allowable consumption of alcohol. We suggest strict restrictions AGAINST partying, rowdy behavior, events of more than 10 persons,  and open bar operations. In line with this, we recommend removing high tables and bar counter seating and placing restrictions on consumption of alcohol “in bulk”, “in buckets” or “in cases”. Serving of alcoholic drinks must be done only in the context of a dining experience - as complements to a meal. Consumption of alcohol must also be done in moderation.

We also give our commitment to implement “SAFE DINING” protocols ensuring that measures of social distancing and safety protocols will always be upheld and observed within our establishments. We will not tolerate any violations to these protocols.
