ADD MORE WORKERS IN MAYNILAD PIPE LAYING AT DR. A SANTOS PARANAQUE

I am Jan Joseph R. Amo,a student of PATTS College of Aeronautics. Maynilad Water Services Inc. Has its ongoing Pipe laying project at Dr. A. Santos Paranaque City until the end of 2018. They are closing the outer lane of Dr. A. Santos West bound part by part which leads to HEAVY AND CONGESTED FLOW OF TRAFFIC going to Ninoy Aquino International Airport.
As a daily commuter, I need to be 1 hour early every time I go to my class at 7 AM. Im From Sta. Rosa Laguna which is 1 hour and 30 minutes away. I need to get up early just to go to school. Now since Maynilad started its roadwork last year, my total travel time is 3 hours Maybe 2 hours if im very lucky which is a burden to me since I need to wake up early just to arrive at my class at the right time.
I know that even the Residents of Paranaque are pissed off at Maynilad because of
1. NUMBER CODING (YES. Nagkaroon ng coding kase sobrang congested na ng paranaque)
2. HEAVY TRAFFIC
3. DESTROYED ROADS ( they placed temporary asphalt on the excavation site so that motorist can use it.)
4. INTERSECTION AND U TURN SLOTS ARE PLACED FAR FROM THEIR DESTINATION
5. TOO MUCH BOTTLENECK (maybe if they close the whole outerlane of westbound Dr. A. Santos, there will be a controlled flow of traffic unlike 3 lanes Will merge into two then go back to 3 lanes)
The main plan of Maynilad is to put random excavation site along the road so that some parts of the outer lane will be usable. However, it creates a bottleneck which makes the flow of traffic worse. The Workers are limited and I think they have construction sites without workers (pinabayaan kumbaga)
My one and only solution is that they should hire more workers so that the pipe laying will be fast and more time efficient than using small numbers of workers which leads to longer time of construction.
