Dear South Kingstown Planning Board:

The developer for the Holden Road Condominiums has applied for approval from your body under the Low and Moderate Income Housing Legislation more commonly called "Affordable Housing", RI Gen Law 45-53-4.

45-53-4 states that applying for relief under this legislation will allow this builder to avoid the stringent process that South Kingstown imposes on builders which are meant to protect the people of South Kingstown.  45-53-4 allows the Planning Board to deny this request under the following circumstances:  

(vii) In reviewing the comprehensive permit request, the local review board may deny the request for any of the following reasons: (B) the proposal is not consistent with local needs, including, but not limited to, the needs identified in an approved comprehensive plan, and/or local zoning ordinances and procedures promulgated in conformance with the comprehensive plan; (C) the proposal is not in conformance with the comprehensive plan; or (E) concerns for the environment and the health and safety of current residents have not been adequately addressed.         (http://webserver.rilin.state.ri.us/Statutes/TITLE45/45-53/45-53-4.HTM

The undersigned believe that 1. The proposal is not consistent with local needs in the village as identified in our comprehensive plan.  2.  The proposal is not in conformance with the comprehensive plan for the villages.  3.  Concerns expressed by CRMC and neighboring homes constantly exposed to seasonal flooding have not been addressed, 4.  Traffic/waste water disposal/ and other such demands have not been adequately addressed at this level and need to be addressed via the individual boards responsible for those issues.

We respectfully ask the Sk Planning Board to deny the Comprehensive Permit Process to this applicant and require this applicant to follow the stringent requirements of town planning.
