Use money from Montgomery County drug busts to pay for treatment

In the year 2017 Ohio led the country in heroin overdoses, 3,637 in Montgomery county alone. I want to start by giving praise to the Montgomery County Sheriff department on how hard they are working to arrest and prosecute drug dealers.
Currently money and property seized from these busts are used to pay for drug dogs, task force and undercover police cars. I am proposing we use a portion of this money to pay for treatment for those who are addicted. One of the huge problems we face in Montgomery County is the lack of inpatient detox.
The facilities that we currently have that accept Medicaid or indigent are always on a waiting list. What we have seen in the community is those who are wanting treatment need to be admitted immediately, the no-show rate for those who are on a waiting list is astronomical. Out of pocket costs for inpatient detox for 30 days can be up to $30,000 cash.
If we can designate a substantial amount of drug seized money to help our community this is something we should explore. The best way to save money during this epidemic is to treat the users. By healing our community we will save money on narcan, incarcerations, medical costs due to ER/Ambulance for overdoses and Hep C/HIV treatment and preventing burglary/theft.
It has been proven time and time again that we can cannot arrest our way out of this epidemic. Users need treatment not jail.
I am proposing that 40% of all money and property seized from drug busts be used to fund affordable rehabs.
