The letter below was sent to me by one of the inmates at RCI in Hagerstown, MD. If anyone has a family member incarcerated then you know how difficult it is for both sides. For the person incarcerated as well as the family. It takes a toll on your mental well being so keeping in touch with our loved ones behind bars or being able to visit gives us some peace of mind. I ask that please read the letter below and help us make this situation a little better.
We the people being of sound mind do hereby decree that we do not agree with the terms and conditions being imposed upon the inmate population at Roxbury Correctional Institution of Hagerstown, Maryland by the Administration under current leadership of Warden Casey M. Campbell. Inmates do not have access to any cognitive programs, school, library, or religious services. They are confined to their cells for 22 1/2 hours everyday. Due to the current Covid-19 pandemic, inmates are no longer allowed visitation from their family members or anyone from the outside world. It is a proven fact that contact and frequent correspondence from their loved ones helps inmates to maintain their humanity. As well as cope with the mental hardships of long term incarceration. In order to accommodate the inmates; the Department of Public Safety and Corrections a video visitation program which allows the inmate population to Skype with their loved ones. All inmates report to the visitation room and are allowed one 15 minute video visit via Skype. The entire visit is constantly monitored and video surveillance by corrections officers. Inmates do not have any access to the keypad on the laptops that are used for the video call. The program has been running successfully for 3 months. Now recently in an effort to deter inmates and their families from wanting to participate in the program; Warden Casey M. Campbell is forcing the inmates and their potential visitors to sign a contract, agreeing to outlandish terms that in no way possible show a threat to the security of the institution. They would be made to use their own personal funds to mail the contracts out and back in the prison. Which would cost the inmates and their families approximately $11,520.00. This is a complete misuse and abuse of authority. By signing this petition; We hereby agree that we do not agree with the terms nor the enforcement of these new regulations for the Skype Video Visitation Program at Roxbury Correctional Institution. Also we would like a formal investigation done on the conditions being imposed on the inmate population at RCI in Hagerstown, Maryland.
