Change wrong way driving to a felony in California

On September 26, 2016 Maggie Schooley (Stahl) and her boyfriend, Christopher Kimble were killed by a wrong way drunk driver. This happens far too often in California. 68% of wrong way drivers are intoxicated. Currently wrong way driving is a misdemeanor infraction. The penalty for this crime, vehicular manslaughter, in the case of Maggie and Chris, is 4 years for the first and 1/3 or 16 months for the second. If driving the wrong way was a felony the penalty would be much more suited to the crime. 4 years for killing someone while 1) intoxicated and 2) driving the wrong way is insulting and does not serve as a deterrent.
