Excessive sentencing for misdemeanors in small towns

My boyfriend is in jail in Marshall county Tennessee. He's been in jail for a year for a misdemeanor driving on a suspended license. Before everyone starts, yes I know he shouldn't have been driving. He wasn't partying, he was driving home from his 3rd shift job. We have five kids between us. He has to work. I have vision problems and and am unable to drive. He stopped to get our daughter juice boxes for her field trip that morning and got pulled over. He has been sentenced to jail until 2024. Marshall county is known for handing down excessive sentencing and while I could file a lawsuit my main goal is to get him out of jail. They have no end date listed or anything. We've requested several times to find out what his release date actually is and we've been ignored. As I said we have five children together and the youngest is three and the oldest is 12. The youngest will be almost grown by the time he gets out of jail... on a misdemeanor. I don't know who else to contact or what else to do and someone suggested starting a petition to have him released from jail so that's what I'm doing.
