For most people a serious gunshot wound is a bankrupting event.

We propose instituting a national tax on ammunition and bullet reloading supplies at a level sufficient to provide medical care, recovery support, income loss and disability payments for the victims of gunshot wounds through an uninsured shooters fund. For a gunshot wound, accidental, suicidal or intentional, the common denominator is a bullet fired. These are the costs associated with the right to keep and bear arms and should be shouldered by the persons who choose to exercise that right rather than by those whose lives are damaged through the irresponsible exercise of that right. 

Tens of thousands of people are seriously injured in the USA every year by intentional, accidental and incidental gunshot wounds. Tens of thousands of people die by gun, many by suicide. It is exceedingly rare for anyone to recover the costs associated with medical care, loss of income or disability from the perpetrator of the violence. Up to 40% of those receiving treatment for gunshot wounds are uninsured. A simple ER visit and discharge will cost $5.000. Hospitalization will cost tens of thousands to hundreds of thousands of dollars. Even the insured will pay deductibles, co-pays and will lose work during recovery. 

An uninsured shooters fund supported through a tax on the sale of ammunition would help innocent individuals avoid bankruptcy and have a chance to recover, local indigent care funds from being overwhelmed in mass shootings, and prevent rural hospitals from being bankrupted by unpaid gunshot wound treatment costs in the event of tragedy.
