You might believe that this petition may not directly affect you, but think of all the tranquil sites and diverse ecosystems that have been, or are being destroyed while you read this.  Please don't let our Rainbow River be added to this list.

A quote from one of the residents on the river, Dawn Pierce:

"We live on the Rainbow River - I see her every single day - I see her dirty and murky after a heavy day of tubers - I see her pristine and clear, when no one comes around and the wildlife comes out of hiding.  She can barely handle the deluge of tubers, boats, kayaks and SUPS that come now." 

The Rainbow River is located in Dunnellon, Florida, in the southwest corner of Marion County . It is formed by a first-magnitude spring (Rainbow Springs) that is ranked fourth in the state for volume of discharge. In addition to the springs located at the headwaters, there are many smaller springs that discharge from numerous caves, rock crevices, and sand boils the entire length of the river.

The following is very important information about part of the Rainbow River Ranch owned by Jim Gissy. 

J Gissy submitted plans to the Dunnellon City Council in November 2019. The plan requests a land use change and rezoning from Agriculture to Commercial to accommodate a lodge, hotel, restaurants, activity centre, amphitheatre, dozens of camping and "glamping" sites, about 200 RV spaces, and circa 200 automobile parking spaces.  In addition, J Gissy has already developed plans for docks across wetlands on the north and south ends of this property and a long pedestrian walkway connecting the two docks. We believe that this commercial development will have a tremendous impact on the Rainbow River which will be the centrepiece of the J Gissy development. [RRC]

Neither Gissy or the supporters of his proposal have taken into account the ramifications of this significant development on the river.  Gissy is putting in an extremely large investment that hinges on one thing and one thing only, The River.  This proposed development is a prime example of institutional creep and will adversely impact the natural environment of the River.  Once our River is gone it will not come back!

Gissy has already applied for an Environmental Resource Permit (ERP) from SWFWMD to erect his docks and boardwalks.  You can see his contractor's submittals and SWFWMD responses by going to Southwest Florida Water Management District, tapping ePermitting, then tap on Environmental Resource Permit, then tap on Search for a Permit Now, then enter 784684 in the box under ERP App ID, hit Search, hit View Details, then select Documents and the document you want to view.  Therein you can see his dock construction plans and his offers to the state of compensation for his public wetlands destruction.  He intends to purchase mitigation credits from the Green Swamp Mitigation Bank and he has offered $2000 to the Aquatic Preserve Society to buy out the public interest requirements of the project.
