Hello my names is leilani Rodriguez, I live in Fresno California . On Jan 5th 2017 I had been given the worst news of my life.
In Nassau County two lives were lost tragically related to a domestic abuse issue and the use of a legal handgun. My best friend Melinda Sue Lein was killed with a handgun by her nephew and then immediately after he killed himself with the same legal weapon. The autopsy report indicated that he had drugs and alcohol in his system . He was clearly out of his mind when he killed her and himself. He was licensed to carry a weapon on his person.
I believe strongly in the second amendment the right to bear arms however there should be safety measures in place to protect the welfare of the individual who conceals a weapon from acting in an irrational manor related to drugs and psychological issues. There is also a legal obligation to protect citizens in this case family members who are involved in a domestic abuse and struck in the cross fire.
My concern is why doesn't Florida have laws protecting citizens against individuals who can carry a weapon legally and may have issues with substance abuse or major psychiatric issues?.
I am asking a review of the current gun laws related to the execution of permits that allow individuals to carry concealed weapons. I am asking for safety screening measures to be in place such as periodic review of gun carriers with drug and psychological testing to ascertain wether these individuals are abusing drugs or have severe mental or domestic violence issues.
If screening measures had been in place just maybe my best friend may still be alive. This will not bring back my best friend but it may save an alternate family from suffering from the devastation of gun violence related to poor assessments and lack of periodic reviews
