As of now, the North American Council on Adoptable Children in 2018 reported that, “Parents may be reimbursed for up to $400 per child for eligible adoption expenses such as reasonable and necessary adoption fees, court costs, attorney fees, and other expenses… ”. However, if families are adopting from an agency which charges for home studies, Considering Adoption reveals that the average home study can cost anywhere between $1,000 and $5,000 which leaves parents paying at best $600, and at worst, $4,600. While the average cost of adoption in California can vary greatly, depending on whether potential parents are looking to adopt straight from the birth mother, or from a foster agency, the financial burden is getting in the way of children having supportive loving families from all walks of life.

We the undersigned agree that the state of California should reimburse the home study cost of potential adopters so that they pay only 10% of the total costs. Adoption greatly benefits society, increasing the quality of life of the 293,000 children who go unadopted each year in the US, and should be further incentivized by our government.
