In violation of its own code of conduct, Manly Council did not 'liaise with the local neighbourhood when assessing future facilities (Objective 7, page 6) or 'ensure Master plan for each reserve assesses the functions of the park and the local community (Objective 11, page 8) in making a decision to confine the off-leash dog area to a 20 metre strip that will be too small to accommodate the number of dogs who use the Reserve every day. No survey of dog owners or assessment of the numbers and usage by dogs was carried out. Consultation was made with a committee of 10, representing sporting groups who use the fields on a seasonal basis, but not the hundreds of dog owners in Manly who live in the neighborhood, pay rates locally and use the Reserve daily.
