Empower & Encourage Women Entrepreneurs.
We are two women entrepreneurs,each running a franchise of a preschool as Sole Proprietors,independently, from the past 5 years. Recent notification ED 512 PGC 2015,dated 18-01-2016, issued by Government of Karnataka requires registrations of Preschools with DOE causes hardship for sole proprietors as they will be have to be converted to Company/ Society / trust.
· Spirit behind the notification attempts to regulate preschool industry for safeguarding interests of children, parents & society at large. However current construct forces sole proprietors to shut establishment yet does not help the cause. Increasing incidents of child abuse (reported / unreported) in Bigger schools, already set up as Companies/ trusts etc. proves that legal entity status is not the root cause for these unwarranted incidents.
· Laws governing corporate entities entails plethora of registrations/filings/ongoing maintenance of books & records that are cumbersome, expensive. Red tapism & provisions of unrelated enactments also get attracted; dissuading proprietary women who are currently in this space. This goes against government’s philosophies & initiatives of empowering women & nurturing women entrepreneurship.
· We strongly recommend the notification be reviewed by honourable education ministry to reconsider & include sole proprietors/partnerships to register and continue to regulate all with regular checks/ audits & guidelines as deemed fit.
