It is time we take a substantial and crucial action against Child Sexual Abuse before the next incident shakes us up again.

Not Again With Another Child!

Recently, there have been spate of very disturbing instances of sexual abuse and violence against children by school staff in India. It is of urgent importance to resolve this issue in a preventative manner.

What we need at this hour is a 'Paedophile Registry' - A Digital platform with a Paedophile database, that all educational institutes, day cares, institutional care centers like Blind schools, Orphanages, Juvenile justice homes etc. do a background check against, before employing/allowing any adult who intends to work in close vicinity of children or minors. All the staff including teaching, non-teaching, support staff, bus drivers, conductors, helpers in that come in contact with a child must be covered in the gambit of this background check against a Paedophile database.

This paedophile database must be fed with convicted and charge-sheeted child sex offenders. This can act as a starting point and further populated with details of any offender by Principals and Head Masters of schools/institutions when they lay off a staff member on charges of sexual abuse.

While this mechanism only protects children from repeat offenders, it is a known fact that Paedophiles are repeat offenders. A study states that "The average pedophile molests 260 victims during their lifetime. Over 90% of convicted pedophiles are arrested again for the same offense after their release from prison."

According to National Study on Child Abuse (2007) in India:

49.92% children in schools reported facing sexual abuse
47.08 % children in institutional care reported facing sexual abuse.
20.90% of all children were subjected to severe forms of sexual abuse that included sexual assault, making the child fondle private parts, making the child exhibit private body parts and being photographed in the nude.
50% abusers are persons known to the child or in a position of trust and responsibility.

With inclusion of POCSO Act 2012 in our legal framework, our nation made a step forward in recognizing Child Sexual Abuse as a crime punishable under provisions of the act. The next step is a protective layer guarding our little ones from paedophiles roaming around the country. We definitely need a preventative measure so that such an incident doesn't happen at least outside homes. There is a lot that goes inside the confines of households that we cannot directly control.

But let's start by making our institutions safer with this protective layer. Our Children deserve a safer world, a basic assumption they carry from the time they are born.
