In NELA, there is an obvious need for a mandatory spay/neuter legislation as evidenced by our animal shelters being overwhelmed.  This is not to include registered breeders. 

By introducing suggested legislation,  many lifes will be saved, as well as improving the ability of Parish workers to pursue abuse/hoarding situations.  

Please consider our plea for help.  Even with numerous volunteers to capture, foster and self pay for the animal's health care, we are inevitably failing as caretakers of our community's animals.
