Because gun manufacturers typically enjoy immunity and impunity for the harm their weapons do;

Because criminals who use these weapons often cannot be held to account financially;

Because victims and/or their families often cannot receive any recompense for the harms caused by criminals using these weapons;

Because legal proceedings to seek recompense for crimes committed by the use of such weapons is expensive and time consuming and is thus inaccessible and unaffordable to many possible plaintiffs;

Be it resolved that all owners of firearms and all manufacturers of firearms be forced to carry and maintain a minimum amount of liability insurance to cover any necessary restitution for claims due to the use of such weapons in a crime.

Let it be further resolved that such restitution from the insurance be automatic unless challenged in a court of law with burden of proof on the challenger and costs to be born by the challenger.

Let it be further resolved that failure to maintain proper insurance on any firearm shall result in seizure of that firearm until proper insurance is maintained.

Let it be further resolved that failure of an arms manufacturer to maintain proper insurance shall result in immediate loss of license and closure/seizure of the facility until proper insurance is maintained.

This is not an infringement on your right to bear arms. It is insurance, just like you are required to carry on your motor vehicle.
