Whereas, The United States Supreme Court's decision to overturn Roe v. Wade poses to imperil the health of girls and women in the United States. 

Whereas, The following proposed legislation will ensure the safety and wellbeing of girls and women in the United States and safeguard against unlawful abortions, NOW THEREFORE BE IT

Proposed, That all males, at the onset of puberty, shall be required to undergo a vasectomy procedure whereby the male vasa deferentia are cut, tied, and sealed, so as to prevent sperm from entering the urethra, thereby preventing fertilization of a female through sexual intercourse.

An individual male may elect to have his vasectomy reversed but may only do so under the following conditions:

I. He is 18 years of age or older; 

II. He obtains written consent from a female, above the age of 18, who has agreed to procreate with him;

III. He has no prior record of physical and/or sexual assault; 

IV. He is evaluated by at least two (2) board-certified psychologists and deemed not to be 'at risk' for engaging in unauthorized sexual contact with other females following the reversal procedure.
