REDUCTION IN SCHOOL FEES DURING COVID-19. Schools to run at no profit no loss till then

This Petition is being prepared to draw the attention of the West Bengal Chief Minister Ms Mamata Banerjee, The Honorable Governor Sri Jagdip Dhankhar, Minister-In-Charge for Education, Govt of West Bengal, Dr Partha Chatterjee, Principal Secretary, Education Department, Govt of West Bengal, Sri Manish Jain, Ms Anita Karwal, Chairperson CBSE,  ICSE and Professor Dr. Kalyanmoy Ganguly, President, WBBSE to request their interference in the fees being demanded by the private schools of Kolkata/West Bengal from parents who are having no income and sitting at home since past two months.

The Schools on the other hand are making undue enrichment by minting money by fishing into the troubled water of the poor parents during COVID-19. The schools are not bearing any cost on account of electricity, fuel expenses, midday meals and any other variable cost involved. Some schools are heard of not paying even the full salaries of the teaching and non-teaching staff.

We even oppose non payment of salaries to the teaching and non-teaching staff. We request the school authorities not to layoff nor slash/deduct salaries of their teaching and non-teaching staff.

What we demand from them is only to keep the first six months of the academic year 2020-21 at no profit – no loss. This would be a win-win situation for all.

Teaching is a noble profession and schools and institutions are supposed to be a service to the society and not an industry. Schools are registered under Trusts, Societies or non-profit companies. If schools do not agree to consider the request of parents during the pandemic and a fight against disaster for the survival of all, they should remember the provisions of law including 12, 18 and 19 of the Right to Education Act, the declarations given by them to the statutory authorities from time to time along with other laws prevailing in the country.

We demand that the schools should :

1.       Calculate their actual cost during this period of 6 months from April 2020 to September 2020 and divide the same by the total number of students in the school and declare the same through their website. The parents should be required to pay only this amount per month.

2.       Schools should not insist on quarterly payments.

3.       The late fee/fine or any other surcharge should be waived off.

4.       For those who have already paid the fees, either the extra payment should be refunded or adjusted in the future fees.

5.       Schools should not cut/slash any salaries of its teaching/non-teaching staff.

6.       Schools should not lay off any staff.

We expect the schools to co-operate open heartedly as we do not wish that even they bear any losses.
