This is a proposal I have made to The Mayor of Napier and the Napier city Council. Here is the email I have sent: "Dear Mayor of Napier and City Council,

I have made a proposal on a Mall of Napier.

I believe that Napier would gain significantly from this mall for a variety of reasons, including the addition of new jobs and increased revenue. I believe that including a food court and shopping areas in the mall and the mall would be well-liked and well-received by the general public.
