Make the Environment and Natural Resources Office Mandatory in Every LGU

It is clear and final. Climate change is happening and impacting our world's environment adversely. Catastrophes and disasters emanate mostly from these climate change-damaged environments. However, the local government units are still adamant in appointing or designating an Environment and Natural Resources Officer (ENRO) or even creating a department for this purpose, because of the simple reason that it is just "OPTIONAL" as provided for in Paragraph 2, Section 484-a of Republic Act 7160, otherwise known as the Local Government Code of 1991. 

This "new normal" in our environment, characterized by abnormal weathers and climate, has resulted to a lot of health issues. It has affected the development of infrastructures and economic growth of both municipalities and cities. It has become the "iceberg hole" that is draining every LGU's financial coffers. All other mandated departments in every LGU, from social welfare, senior citizens, PWDs, treasury, business licensing, health, agriculture and fisheries, DRRMO, among others, are affected by what happens in the environment. So, why is it still OPTIONAL?

It is of great necessity and urgency that this OPTIONAL provision be deleted and amended to make the creation of an ENRO department be compulsory and the appointment of an officer for said department become mandatory.

Let's tap the lawmakers in both the Lower House and the Senate and draw upon the fortitude of seasoned decision makers, such as Secretary Roy Cimatu of the Department of Environment and Natural Resources, together with the Department of Interiors and Local Government, as well as the Department of Budget Management to spearhead the necessary catalyst to realize the objective of this petition. Lastly, let's urge the President of the Republic of the Philippines, H.E. Rodrigo R. Duterte to mark this amendment as urgent for both Houses to prioritize.

Our very life and sustainability of existence depends on our environment. And it is NEVER OPTIONAL.
