Where cycle lanes or any area built/specified for cyclists (eg shared paths) exist, it should be made compulsory for cyclists to use them rather than ride in the road. A great deal of money has been spent on providing specific facilities for cyclists to keep them safe and improve motorised traffic flow. It should therefore become illegal for them to put themselves in danger and hinder traffic flow, which ultimately increases pollution. Without these measures in place, all the money expended will have been wasted.
