We are at a moment in the history of our Commonwealth, and our nation, when politics and public discourse have become highly polarized, inequality is growing, and media literacy is lacking. These challenges demand the talent and input of all citizens, including our young people. Yet not all of our students are equipped with the civic skills, knowledge, and dispositions requisite to contribute solutions to the above challenges and those we will face in the future.

Fewer than one in five young people voted in the 2014 midterm election.  While some pockets of excellence exist, civic education in Massachusetts is inconsistent and disproportionately available to students in higher-income school districts. Research has demonstrated that when young people are exposed to high-quality civic education, they are more likely to be informed voters and lifelong participants in political and civic life.

Enactment of S.2375 would ensure that all students in the Commonwealth have a high quality civics education and that sufficient resources are made available for the implementation of such a requirement. Educating for citizenship is a foundational responsibility of American public schools. Yet there have been insufficient requirements and resources for civics education in Massachusetts to date.

In supporting S.2375, the legislature has a unique opportunity to ensure that our Commonwealth’s students are prepared to actively engage in their communities today and throughout their lives.
