Do you want Route 9, between Ballard Road and the Exit 17 interchange (near the Moreau Lake State Park entrance), to be safer for motorists, pedestrians, and bicyclists? This petition is to require the Town of Moreau, Saratoga County, and NYSDOT to initiate the process of determining a safer and more reasonable speed limit and to address road signage and lineage on Route 9.
Proposal to make Route 9 safe:
1. Reduce the speed limit: This stretch of road extends from the entrance to Moreau Lake State Park, the most visited State Park in the State, to the Ballard Elementary School road (Ballard Road). Properties along the road consist primarily of single- and multi-family residences, larger neighborhoods, farms, and a handful of commercial businesses, including Cranesville Aggregate Company. It is primarily used by families commuting to and from school and work, bus drivers picking up and dropping off our kids, the MANY vacation goers visiting our area, and local joggers and cyclists. Additionally, over-sized, slower moving trucks turn in and out of the Cranesville Aggregate Company (sandpit) throughout the day. Route 9 was originally a main thoroughfare that extended from New York City to Canada. Following the construction of the paralleling Interstate 87 in the 1960s, this stretch of road became primarily used for local traffic, and through travel on this road has become obsolete. A local speed limit of 55 mph is excessive and unsafe for this current road use and surrounding community.
2. Paint double yellow lines on the road and bicycle lane signs on the shoulders: Faster motorists often pass slower motorists at VERY HIGH SPEEDS! This is extremely dangerous for vehicles turning in or out of neighborhoods and residential driveways, as well as for pedestrians and bicyclists using the road shoulder.
3. Erect speed limit and caution signs: There are no speed limit signs or caution signs along this stretch of road. Motorists that are familiar with this stretch of road may know the speed limit is 55 mph; however, those that are not familiar with the road cautiously travel and lower speeds causing serious traffic problems (See Item #2). There are no caution signs to indicate turning vehicles in and out of neighborhoods and driveways or slower moving trucks turning in and out of the Cranesville Aggregate Company.
In 2015, 5,376 pedestrians and 818 bicyclists were killed in crashes with motor vehicles (National Highway Traffic Safety Administration, Traffic Safety Facts). Just this year, our town has lost lives due to vehicle and pedestrian/bicyclist accidents. Please sign this petition to make our road safer for our community and our visitors.
Once we gather signatures, the petition will be forwarded to the Moreau Town Board and the NYSDOT Regional Office.
To change the speed limit, the town board and the county highway superintendent must file a joint request with the NYDOT Regional Office to conduct a speed limit study.
To change the road signage and lineage, the NYSDOT Regional Office will collect data and make a final determination.
