We are looking to appoint Richard McKee as a low-income representative of the NCO's Governing Board. 

Richard has served on the NCO Governing Board since February of 2017. Richard managed low-income programs in Marin County for over thirty years, including energy and water conservation, food services/kitchen management, facilities management, immigrant integration, HIV, detox, and fatherhood support. He has vast experience with providing services to thousands of households that benefited low-income communities throughout his life. He currently lives in Lakeport, CA.

In order to qualify as a representative of the low-income population, NCO's bylaws states that a person must meet at least one of the following criteria:

a. Be a member of a household with an income below the poverty standards established by the California Department of Community Services and Development; or
b. Submit a petition of recommendation to NCO, signed by at least twenty (20) people, each who each meet the criterion specified in the income guidelines adopted by the California Department of Community Services Development for 2021 (listed below), prior to appointment by the Governing Board.

Unfortunately, Richard does not meet the income guidelines and does not have the necessary networks in this area to collect 20 signatures.
