Currently, speed bumps require drivers to slow down way below the legal speed limit. If a speed-inhibiting device is in place, it must be safely navigable at the speed limit. Speed bumps must be placed in only 5mph zones, and and other speed devices (rumbling, etc.) must be safely cross-able at the speed limit.
