On July 15, 2020, the Loudoun County Board of Supervisors will host a public hearing and vote on the "Belmont Greene Revitalization" plan submitted by the developer (ATAPCO). This plan requests unreasonable exceptions to zoning ordinances in order to increase residential density. The plan will tax our infrastructure and negatively impact our quality of life.

  1. Schools - will be overcrowded and potentially re-zoned
  2. Private road traffic and maintenance - access to these properties via private alleys and on private roads for which the Belmont Greene HOA bears the expense.
  3. Private amenities - the lack of green space in the developer's plan will leave residents and their children with inadequate outdoor space to play and have recreation, causing excess maintenance costs and congestion of Belmont Greene's private amenities (playgrounds, green spaces, tennis courts, volleyball courts, etc.)
  4. Parking - Residents will end up parking in the streets of Belmont Greene or using the commercial center parking which will go away when Land Bay 3 is built.

WE, THE RESIDENTS OF LOUDOUN COUNTY ASK OUR BOARD OF SUPERVISORS TO ONLY APPROVE A PLAN FOR THE "BELMONT GREENE REVITALIZATION" WITH THE FOLLOWING BASIC AND REASONABLE CONDITIONS.

  1. Require a comprehensive plan for all three land bays that address the revitalization of the commercial area and that meets the requirements of the 2019 General Plan. Require the plan for Land Bay 3 to be submitted and the commercial center to be “redeveloped”.
  2. Build Land Bay 2 as Suburban Mixed-Use without specific special exceptions - The special exceptions to setbacks, yard space, etc. are causing the infrastructure issues and the current proposal doesn’t blend with the surrounding community. Remove ZMOD-2019-0016, SPEX-2019-0015, and ZMOD-2019-0017.
  3. Encourage ATAPCO to work with the Belmont Greene community to develop a plan that will enable the new development to be annexed by our HOA.
